Summary of Grievance
A Mr. Gerald Forthwright, civilian, filed a territorial dispute claiming that a small dog in a bathrobe had been occupying his driveway each morning between 7:15 and 7:45 AM. He described the dog as holding a “made-up government title.” He reported that when he attempted to address the dog directly, the dog turned and walked away. Mr. Forthwright characterised this as a diplomatic snub. He requested mediation or, at minimum, an explanation.
He has received both.
Chairman’s Analysis
This office reviewed the filing and recognised the described location immediately. Forward Observation Post Delta has been operational since the autumn. It was established without fanfare, as all important infrastructure is. The inspection hours — 7:15 to 7:45 AM — were selected based on optimal light conditions, ambient temperature, and the availability of the Chairman following his first Earl Grey of the morning.
Mr. Forthwright’s description of the departure mid-sentence as a diplomatic snub is, this office notes, not inaccurate. The Chairman does not linger. When business is concluded, business is concluded. That Mr. Forthwright was still speaking at the time of departure is Mr. Forthwright’s scheduling problem.
The suggestion from Mr. Forthwright’s wife to drive across the reseeded lawn was reviewed and rejected. Lawn integrity is a Conglomerate concern. It is also, this office acknowledges with measured reluctance, an HOA concern. This alignment of interests does not constitute a treaty. It constitutes a coincidence. The distinction matters.
The Ruling
Forward Observation Post Delta is sovereign Conglomerate territory during operational hours. Mr. Forthwright’s driveway is hereby registered as a protected civilian corridor. Morning inspections shall continue. The Chairman will limit sustained eye contact to four minutes per visit as a gesture of diplomatic goodwill.
Mr. Forthwright is encouraged to leave at 7:00 AM or after 7:45 AM. The schedule has always been available. He simply did not ask.
The Conglomerate does not move for private citizens. It makes accommodations for properly filed constituents. Mr. Forthwright has now filed properly.
